A new set of UK rules arrives on the 29th of October 2026. If you are an adult vaper, the good news comes first: your everyday shopping barely changes. You can still buy the same genuine products, in the same flavours, from the shops you already trust. So this guide walks through what is new, what stays the same, and why these changes are a positive step for anyone who vapes responsibly.

The short version

On the 29th of October, the next stage of the Tobacco and Vapes Act 2026 comes into force across the UK. It brings three main changes to how vapes and nicotine products are sold.

  • Everything becomes 18+. That now includes nicotine pouches and nicotine-free (0mg) vapes.
  • Buying for under-18s becomes an offence. This applies to every vaping and nicotine product.
  • Free samples and giveaway-style deals end. Shops can no longer hand out products or coupons to promote them.

Vending machines can no longer sell vapes or nicotine products either. You can read the full detail in the official GOV.UK guidance on selling vaping and nicotine products. Below, we explain each change in plain English.

Nicotine pouches and 0mg vapes become 18+

Responsible retailers, My Vapery included, have long sold 0mg e-liquids to adults only. Until now, though, the law in England, Wales and Northern Ireland only required it for products containing nicotine. From the 29th of October, the law catches up, and every vaping and nicotine product carries the same 18+ age of sale, wherever you buy it.

For adult customers, this changes very little in practice. You may simply be asked to prove your age a little more often, both in shops and online. So keep your ID handy, and see a quick check as a good sign. It shows the retailer takes its responsibilities seriously.

At My Vapery, we already sell to adults only, across our whole range. If pouches are your thing, our nicotine pouches range includes popular names such as ZYN and VELO. Or, if you enjoy the flavour without the nicotine, browse our nicotine-free e-liquids.

Buying for someone under 18 becomes an offence

This change is simple. From October 29th, any adult who buys, or tries to buy, a vape or nicotine product for someone under 18 commits an offence. The law calls this proxy purchasing. Previously, the rule in England, Wales and Northern Ireland only covered nicotine vapes. Now it covers pouches and 0mg vapes as well.

The penalty is real, too. In England, Wales and Scotland, the offence can bring a £200 fixed penalty notice. So if a shop assistant asks who a purchase is for, they are simply following the rules. Staff should refuse any sale where they suspect a proxy purchase.

Free samples and free gifts come to an end

From the 29th of October, businesses can no longer give away vaping or nicotine products to promote them. That covers free samples to try, free pods with a purchase, and free coupons, whether printed or emailed. It also covers branded accessories, such as a vape charger carrying a brand's logo, when shops hand them out as a promotion. Crucially, the rule applies in store, online and through third-party promotions alike.

Selling a product for a token amount counts too. GOV.UK gives the example of online e-liquid offers at a nominal sum, such as 10p. In other words, the rules stop a giveaway from simply wearing a tiny price tag.
So you may notice fewer free gift offers across the market. That is entirely by design. The aim is to stop vapes acting as handouts, which mainly protects young people.

Will you still find good value?

Yes, and this is the part many headlines miss. The new rules target substantial discounts that promote a product, not everyday value. GOV.UK confirms that normal discounting can continue. Retailers can still sell unsold stock at a reduced price, and bulk and trade discounts may still apply.

In plain English, fair everyday pricing stays. What goes is the giveaway-style promotion that makes a product almost free. So you can keep shopping for good value, with no catch attached.

Why these changes are good news for adult vapers

It is easy to read new rules as more red tape. In reality, these changes protect the thing adult vapers value most: a legitimate, trusted market. Here is how.

They keep vapes away from young people

Free samples and cheap giveaways are exactly how products reach people who should not have them. Removing them helps protect vaping's role as an option for adult smokers. Indeed, the NHS sets out how vaping can help adults quit smoking. Protecting that role matters for everyone who has made the switch.

They reward responsible retailers

Shops that check ages and sell genuine products already work this way. Meanwhile, sellers who cut corners now face fines and, after repeat offences, a possible ban on selling. As a result, the market tilts further towards retailers you can trust.

They make genuine stock easier to spot

These rules also build on the duty stamps that arrived on 1 October. Together, they give clearer signs of legitimate, taxed stock. If you missed it, our guide to the vape duty going live explains what that change means for you. For the bigger picture, see the Vaping Products Duty, explained.

What stays exactly the same

Happily, the list of things that do not change is longer than the list that does.

  • Your favourite flavours. The 29 October rules do not remove any flavours from sale.
  • Your choice of products. Nic salts, pod kits, shortfills and pouches all stay available to adults.
  • The duty picture. These rules add no new tax. Nicotine pouches also remain outside the Vaping Products Duty, since they contain no e-liquid.
  • How you order with us. You shop, check out and receive your order just as before.

Your quick checklist for the 29th October

To keep things simple, here is everything you need to remember.

  • Keep your ID handy, in store or when asked online.
  • Never buy a vape or pouches for anyone under 18.
  • Expect free samples and free gifts to disappear.
  • Keep buying from retailers that sell genuine, compliant stock.
